A common practice in many casinos to not take any rake or house fee for a Hold 'em game if the hand does not see a flop (if all players except one fold preflop).

Some casinos take a nominal charge in this situation, due to the dealer's time, etc, but many choose to simply say "no harm, no foul" and refund all the blinds to the original posters.

If a nominal charge is taken from the pot even in a no-flop case, this may lead to the custom of players asking to chop the preflop betting.
